私たちのまち佐久市は、長野県下４つの平の一つ
佐久平の中央に位置し、市の中央を詩情豊かな千曲
川が流れ、四方を浅間山、八ヶ岳、蓼科山、荒船山な
ど雄大な山並みに抱かれた美しい高原都市です。
佐久市も合併して５年目となり、さまざまな場面
に合併の効果が目に見えて現れてきたように思い
ます。
また、長野県内の各市町村では、ここ数年人口
減少が続いておりますが、佐久市は、県内に 19 市
ある中で、平成 21 年（2009 年）1 年間に人口の増
えた唯一の市でございます。
現在、厳しい社会経済状況の中、地方行政を取り
巻く環境も大きく変化し、先を見通すことが、困難
な時代となっております。
こうした中で、佐久市では、第一次佐久市総合計
画で示した将来都市像「叡智と情熱が結ぶ、21世紀
の新たな文化発祥都市」の実現を目指し、施策を展
開しております。また、将来の発展を見据えた

Located in the center of Sakudaira, one of the four flat-lands of Nagano Prefecture, and with the picturesque the Chikumagawa River running through its center, Saku City is a plateau city surrounded on four sides by majestic moun-tains, including Mt. Asama, Yatsugatake, Mt. Tateshina and Mt. Arafune.
It has been five years since the merger that formed Saku City, and positive effects have become apparent in many areas.
Among the municipalities of Nagano Prefecture, where populations have been declining for several years now, Saku City was the only of 19 large cities to see a popula-tion increase in 2009.
In the current harsh social and economic climate, region-al governments find their environments changing drasticregion-al- drastical-ly, and this is a time in which seeing ahead to the future is difficult.
Amid this situation, Saku City is deploying various meas-ures toward achieving its vision for the future̶“A 21st

つ重点的に推進して、市民の皆様の発想と力を生
かし、市民が主人公のまちづくりを行って、地域
主権・住民自治の時代に市民の皆様とともに取り
組んでまいります。
この市勢要覧を通じて、佐久市をご理解いただ
き、また、市政に対するご意見・ご提言をいただけれ
ば幸いに存じます。
